About Anti-Terrorism certificates, Drug-Free certificates:
These fake certificates are a requested by the criminals in 419 scams to take more money from victims, often after other payments have already been made. The certificates are supposedly issued by the International Court of Justice in Den Haag or by the local government in the country where the "lottery" or "bank" used in the scam claims to be located. Usually the criminals charge thousands of dollars for these fake certificates. Payment has to be sent by Western Union or MoneyGram, which means the recipient of the payment can't be traced.

In the following example the criminals pose a drug law enforcement agent to get the scam victim to pay money for non-exitent certificates supposedly necessary for him/her to receive some non-existent money.

Dear sir/madam,

I was told to contact you by the General Idiris M. Yusuf. It has come to the notice of the authority of Drug law/Anti-Terrorist Act Enforcement Agency Benin Republic through our intelligence monitoring unit, that the management of Global Trust courier security company Benin has effected the delivery of your Draft of $1,000,000 Million united states dollars.
The said delivery after due investigation was carried out , contrary to Article102, section36,subsection of the 1995 Drug and allied matters act, schedule guiding against Drug and money Laundering and Article 17, subsection 28 of 2001 Anti-Terrorist Act, guiding against all terrorists activities.
